This is the competency about the live job. The panel wants the rhythm of your month: what you value, what you report, what you forecast, and what you do when the forecast moves the wrong way. Answers grounded in one project's actual cycle land better than a description of the process in general.

Commercial management of construction works

Monitor, report and advise on project cashflow and profitability, and on the financial implications and the management action to take. Core to Level 3 in a commercial or contracting environment.

What the assessor is listening for

  • That you value what is genuinely there, and can say how you satisfied yourself of that.
  • That your reports carry a forecast of the final position, not just what has been spent.
  • That change is controlled before it is priced: instructed, recorded and reported as it happens.
  • That you flag a movement early, to the client, rather than at the end of the job.

Level 1

Knowledge & understanding - you can explain the principle.

  • What goes into an interim valuation, and what governs it?A strong answer covers: Work properly executed, materials on and off site where the contract allows, variations, and the deductions the form provides for. Then the payment mechanism and its dates.
  • What is retention for, and when is it released?A strong answer covers: The purpose, the percentage set by the contract rather than by convention, the release stages the form defines, and what the alternatives to retention are.

Level 2

Application - you have done it yourself and can describe how.

  • Talk me through your monthly cost control cycle on a project.A strong answer covers: Site visit and measure, the valuation and its checks, change captured and priced, the forecast updated, and the report issued to a deadline. What you personally did in each step.
  • How do you satisfy yourself that what you are valuing has actually been done?A strong answer covers: Going and looking, measuring against the programme and the previous valuation, testing the contractor's application rather than accepting it, and what you did the last time the two did not agree.
  • How do you control change on a live job?A strong answer covers: The instruction route the contract sets out, the change register, pricing before the work where possible, and reporting the cumulative effect rather than a series of unrelated items.

Level 3

Reasoned advice & depth of judgement - you have advised others and can justify decisions and trade-offs.

  • Your forecast out-turn has moved against the budget. What do you advise?A strong answer covers: Telling the client immediately and in writing, the cause split out by category, the recovery options with what each is worth, and the recommendation. The timing of the conversation is part of the answer.
  • A contractor's application is well above your valuation. How do you handle it?A strong answer covers: Meeting it with the contract's own mechanism and the evidence, valuing what is properly due rather than negotiating to a number, notifying within the payment timetable, and the advice to the client on the exposure if it escalates.
  • How would you improve cost reporting for a client who says they never see problems coming?A strong answer covers: What you would change in the report and its cadence: a forecast with a stated confidence, movement explained since last time, risks with values, and a decision the client is asked to make.

How candidates lose this one

A report that only looks backwards. The value of a cost report is the forecast out-turn and the confidence in it.

Vague personal contribution. Say what you valued, what you certified and what you wrote, in the first person.
